    CAS Vice President Chen Zhu and foreign secretary of the French Academy of Sciences Yves Quere were elected new co-chairs of the InterAcademy Panel (IAP) at its General Assembly held from Doc. 1 to Doc. 4 in Mexico City.

    As an organization of 80 academies around the world, IAP was initiated at the United Nation's Population Summit held in New Delhi, India, in 1993, aiming at acting as an international forum that brings together academies of all nations to discuss problems of global concern. It also pursues strategies from promoting "the role of science and technology in addressing these problems." In effect, it seeks to foster cooperation, networking and capacity-building among academies and to strengthen the voice of academies in discussions of science-related issues in both national and international settings.

    The Executive Committee of IAP, its top organ of power, is made up of two chairs (one from developed countries and one developing ones), a secretary-general, and 15 representatives from member academies. The former co-chair from developing countries was Eduardo Krieger, president of the Brazilian Academy of Sciences.

    The theme of this year's IAP conference, "science for society," provides a framework for discussing a broad range of issues that includes global warming, food security and emerging infectious diseases.

    Highlights of this year's conference covered broad-based discussions of the major issues that have guided IAP's work over the past three years. These issues include mother-and-child health issues, capacity building for young science academies, science and education, and science and the media.

    Four Nobel Laureates are invited to attend the IAP 2003 Conference and General Assembly.

    In addition, two satellite symposia were held on science education and the current state of scientific research concerning global groundwater supplies.

    At the conference, the InterAcademy Council (IAC), headquartered in Amsterdam, The Netherlands, officially issued its science capacity building report. The report, designed for decision makers across the globe, is designed to focus international attention on the critical role that scientific and technological capacity building plays in a nation's economic and social well-being. It also outlines the steps that should be taken to help build such capacity in developing countries.
